Pre-Conference Tour: GPS Education Partners with Komatsu and Lakeside Manufacturing (Additional Fee Required)
GPS Education Partners with Komatsu and Lakeside Engineering Tour

Join us for this interactive, multi-stop tour to learn how GPS Education Partners (GPS Ed) is serving high school students who are hungry for the world of work but ambivalent about their secondary education. GPS Ed’s immersive education center and youth apprenticeship program engages students through a curriculum designed for immediate application in the “real world” with industry recognized credentials and more than 1,000 hours of work-based learning experience. This pre-conference event will provide participants with:
  • A tour of an education center
  • The opportunity to speak with current students, alumni, business leaders and partners and GPS Ed staff on the impact of the program
  • A tour of two modern manufacturing plants where students experience the real world of work while being trained/coached/mentored by caring adults that are investing in the next generation workforce

Timeline and Logistics:

  • Participants board busses at conference hotel
  • Bus A goes to Lakeside Manufacturing @ 4900 W. Electric Ave., West Milwaukee, WI
  • Bus B goes to Komatsu’s new Milwaukee (Harbor District) facility @ 401 E. Greenfield Ave, Milwaukee, WI
1:15pm
Bus A arrives at Lakeside Manufacturing; participants are escorted into the cafeteria
  • Participants hear from staff, students/alumni, and Lakeside representatives
  • Q&A
  • Student/alumni led tours including of the education center and the plant floor
Bus B arrives at Komatsu, participants are welcomed in large main lobby area and outfitted
with audio and safety equipment for the tour
  • Participants hear from students/alumni/parents including Joe (GPS Ed Class of 2002 and Supervisor at Komatsu) the impact GPS Ed has had on him and students he mentors; they also hear from a current GPS Ed student’s dad (VP of MFG at Komatsu) why the model appealed to him as a father
  • Participants tour Komatsu facility (via “catwalk”) and hear how students are engaged in training opportunities, not just employment opportunities and why Komatsu values GPS Ed training + education model
  • Participants explore the Komatsu experiential zones/areas in the main lobby area

Join us for this tour featuring career paths, salaries and the education required to succeed in today’s manufacturing environment. Schools2Skills was created by the Waukesha County Business Alliance in 2011, making it the state’s best practice for talent pipeline programming. This program offers students, parents and educators the opportunity to learn about manufacturing careers available in Waukesha County and the region. Transportation and equipment are provided. All attendees must wear closed-toed shoes, and we encourage long pants.

Have you ever returned from a conference and wondered, “what’s next?” In this workshop, we will review ways to understand student development, particularly among under-represented, to help you create or update equity-minded work-based learning (WBL) programs at secondary and two- and four-year institutions. Topics will include delivery methods and pedagogy, administration of programs, and assessment of learning, as well as a review of resources available to enhance your campus programs. Participants will use work group dialogues to help them develop an action plan to share specific challenges and solutions in designing WBL programs.

Kevin Paul Scott has traveled to six continents and spoken to leaders from more than 100 countries. Kevin co-founded the leadership consultancy ADDO (which is Latin for Inspire). In addition to serving businesses and brands, ADDO has partnered to inspire students, equip educators, and impact schools across America. ADDO developed the national Chick-fil-A Leader Academy program, currently in more than 1,000 schools in 43 states. Additionally, ADDO created the Baltimore Ravens Leadership Institute, which serves elementary schools with an innovative character education program. Kevin is passionate about investing in educators. A Nationally-Recognized Partnership: Work-Based Learning, Industry Partners, & Post-secondary Institutions
Do you want the partnership blueprint for the 2023 ACTE National Business Partner of the Year? Attend this session for a comprehensive overview of the nationally recognized partnership from Georgia between Lowndes High School and Ace Electric. The presentation will cover everything about the partnership's construction, from its genesis to its launch and continued operation. Learn how this model was designed from scratch by the current Georgia ACTE Teacher of the Year (2023) to serve the local school, business partner, post-secondary institution, and state Department of Labor and build the local workforce, industries, and economy. Most importantly, this model has proven successful in serving our students, who were able to concurrently earn credit in High School, College, on the job, and with the Georgia Department of Labor as registered apprentices!

This program model is designed to be easily replicated by other schools, companies, and their partners. Proof of concept has been established with the inaugural company and other businesses using this model. All presentation resources will be provided to attendees of this session free of charge!

Interpreters in Training Program: Building Community, Capacity and Career-Readiness

Employers are facing a labor shortage and often describe a lack of applicants or applicants that lack the necessary skills required for their vacant positions. Too often, apprenticeships are equated with the skilled trades. Managed by ICF and funded by the US Department of Labor, the Cybersecurity Youth Apprenticeship Initiative (CYAI) was created to dispel that notion and introduce communities to a learn-while-you-earn model. Topics will include the compelling need for youth apprenticeships, tips for creating strong messaging, developing the value proposition of RAPs that resonates with employers, and conducting engaging employer information convenings.

Our goal to provide students with more sustained work experience opportunities is often complicated when employers express concerns related to liability and insurance. From Externships to STEM BEST: Scaling Business+Education Partnerships
How do we support and develop a network of WBL opportunities for educators so it becomes how they teach and not what they teach?

The STEM Teacher Externship Program has been the gateway to developing this culture in Iowa. Since 2009 over 800 STEM teacher externships have occurred. Learn how teachers become integrated into business for a 6 week summer experience. This school + business partnership then influences the curricular opportunities that educators brings back to the classroom. In order to give students the opportunity to learn directly from and interact with community partners, education + business partnerships can be scaled through a STEM BEST (Businesses Engaging Students & Teachers) Program award. With over 100 STEM BEST models across the state, students are developing high demand skills in that engages local connections to create authentic learning opportunities for their success.

Community-Driven Learning: A Statewide Work-Based Learning Initiative
In this session, we will delve into the power of a statewide network focused on collaboration and connection among communities in enhancing work-based learning programs and ultimately improving the student experience. We'll begin by offering an overview of the Illinois Work-Based Learning Innovation Network (I-WIN), which serves as a blueprint for other states seeking to unite school districts, employers, and community colleges through regular communities of practice. These communities of practice aim to collectively explore innovative models that can be harnessed to expand and enhance high-quality work-based learning opportunities.

I-WIN communities of practice are primarily facilitated by an Illinois community, where they share best practices, exchange valuable insights, and provide access to a rich repository of resources. What makes I-WIN unique is its commitment to diversity, with facilitated sessions representing various demographics, including geographic, racial, and socioeconomic factors. I-WIN prioritizes models that promote broader and more equitable access for all students.

Beyond discussing community work-based learning models, I-WIN members engage in conversations about overcoming barriers and challenges in work-based learning, such as transportation issues, scheduling conflicts, and developing employer partnerships.

In addition to these communities of practice, I-WIN maintains a continuously evolving resource hub that reflects the best practices and models shared by participating communities. The goal is to both inspire the design process and ease the burden on other communities by providing ready-made resources and avoiding the need to reinvent the wheel.

I-WIN had its beginnings as an unfunded initiative in October 2020, initially addressing the needs of Illinois communities navigating remote learning while still wanting to offer work-based learning opportunities to students. Since then, it has grown into a significant initiative supported by multiple funding sources. I-WIN funding has included subgrants to communities to pilot virtual team-based projects and multi-generational career exploration experiences.

In this session, we aspire to offer a dynamic exploration of innovation in work-based learning. Our focus is on promoting equity, fostering collaboration, and influencing policy changes within the Illinois education landscape. Join us as we uncover the potential for transformation in work-based learning and the positive impact it can have on students and communities.

Growing Social Capital for ALL students
Who you know makes a bigger impact than what you know in the world of work, so we are utilizing relationships with mentors, businesses, and community partners to connect students with meaningful pathways to careers. While Harrison School District #2 serves one of the most diverse student populations in Colorado Springs, we are responding to barriers such as communication in several languages, cultural and familial expectations, state-level transportation guidelines that create inequity, teacher and bus driver shortages, inclusive practices for students accessing special education services, rewriting our school culture narrative, and challenging the status quo of career-connected learning. The Virginia Tech College of Engineering’s Center for Enhancement of Engineering Diversity and CareerGateway.io secondary/post-secondary partnership leverages emerging technologies and advanced mentoring to support students from 5th to 12th grade and their teachers, mentors, and employers in technical career and college exploration. We provide resources and training in durable skills and other workplace readiness skills to meet the evolving needs of students in their first workplace exposures, whether in-person or virtual. With training in AI and other education technology skills, participants are prepared for functional roles in their host organizations. Building a Work-Based Learning Infrastructure in a Community College System: Lessons from City Colleges of Chicago
In 2021, leaders from the City Colleges of Chicago (CCC) requested support in creating a more coherent and aligned system of WBL operation and implementation across the seven colleges comprising the CCC system. The American Institutes for Research (AIR) PROMISE Center worked closely with CCC, and employer engagement/ WBL leads from each of the seven colleges to develop a Work-Based Learning Implementation Guidebook. This guidebook aims to:
• Establish minimum requirements for operating WBL programming across all institutions.
• Balance the need for rigor and consistency with the need for local flexibility for how to implement the requirements.
• Offer tools and resources to support colleges in operationalizing the WBL requirements
The panelists will discuss the research-based, data-informed, and stakeholder driven approach the project took to develop the guidebook and will share the tools, protocols, and resources used in the development process.

Finally, panelists will discuss how CCC will provide customized and continuous support for institutions in operationalizing the guidebook based on their specific capacities and needs.

Creating a WBL Program That Checks All the Boxes
Des Plaines Valley Region has worked closely with our nine High Schools and Community College to create an Innovative Cohort that prepares students for post-secondary success. The Triton Cohort Program consists of three career clusters: Welding, Certified Nursing Assistant, and Criminal Justice. To make the program truly innovative, we decided to pilot a Work-Based Learning Program within the Cohort for Criminal Justice students. The Criminal Justice Cohort Program itself offers students 12 hours of dual credit. In addition, our customized Friday Pilot Program highlights 2 career exploration activities, 2 Team-Based Challenges, and Work-Based Learning Preparation and Practice. The Fall Friday Program focuses on preparing students for work-based learning, and the Spring Friday Program has students engaging in authentic work-based learning experiences. The program has been created to develop students and prepare them for post-secondary success. Some of the program highlights include career panels, resume building, mock interviews, mock trials, personal branding, and mental health in careers. In order to offer an authentic experience, we have brought in Industry Professionals to assist in activities throughout the program. Examples of Industry Professionals are the following: Ex Secret Service agents, Detectives, Lawyers, Police Officers, Crime Scene Investigators, Homeland Security, the DEA, and so much more! This session will discuss how the program was created, highlight the program itself, and discuss the benefits of the program. This innovative program checks all the boxes for our students!

Barrier Busting: Providing Access to the Transformative Power of Work Based Learning for ALL Students
Work based learning (WBL) works, we all know that very well. It only works if it can be accessed, though. WBL is often out of reach for many students due to barriers such as grade point average and/or credit requirements, transportation limitations, history of attendance challenges, etc. For over 22 years, GPS Education Partners (GPS Ed) has been partnering with schools, businesses, and communities to break down each of those barriers to allow access to work based learning to students who are traditionally underrepresented in WBL. This session will be a deep dive into what is one of the most unique and immersive instances (and longest running) of work based learning in the country. GPS Ed has a slogan to "Make School Work" and that is exactly what the Education Center & Youth Apprenticeship Program has done, quite literally. The program is a network of education centers across urban, suburban and rural areas which are classrooms ("school") embedded within a business ("work") environment. High school junior and senior students that are enrolled in the program spend 1/2 of the day in one of the education centers with a GPS Ed instructor learning academic content (math, ELA, social studies, etc) and the other 1/2 of the day working/training/learning as a youth apprentice at a GPS Ed business partner in the manufacturing, automotive, or construction industries. There is also a very heavy amount of life/personal skills development that is intertwined throughout the program as well as certifications that are earned. Over 1250 students have successfully graduated from this program and attest to its transformative and life changing impact. City Colleges of Chicago Center of Excellence Model: A New Approach to Delivering Outcomes for Students and Employers
The City Colleges of Chicago (CCC) is committed to providing Chicagoans pathways to mobility through industry-aligned career education programs. To achieve that goal, CCC established an industry-specific Center of Excellence (COE) at each of the seven colleges in its system. The industries selected are the backbone of the Chicago regional economy and offer projected job growth in occupations that offer family sustaining careers.

The COE model puts two customers at the center: the student through a focus on easy access, navigation, and supports; and employers, who provide key input into the CCC programming to ensure that curricula develop talent with the skills and experiences needed to be successfully hired, retained, and promoted in a job. The COE model serves these two customers by requiring a deep focus of College resources, planning, and programming on the assigned industry. At the heart of that work is understanding of the assigned industry and its needs through consistent and comprehensive review of labor market information coupled with sustained and strategic engagement with industry representatives.

CCC recently partnered with the American Institutes for Research (AIR) to develop a COE Playbook and connecting tools, to advance on the ground implementation of the COE model. The Playbook provides an operational road map for Colleges and include guidance, expectations, and accountability measures, to the Colleges in 4 key areas:
• Leadership and Vision
• Industry Engagement
• Equitable Student Access and Recruitment
• Measurement, Assessment, and Continuous Improvement.

The tools support the CCC Colleges’ implementation of the model and include labor market snapshots of projected skills demand coupled with a crosswalk of existing College programming; a performance dashboard including COE student outcome data (which can be disaggregated by special population groups), and a high-level process guide for employer engagement (and its documentation in Salesforce).

This workshop will share the process used to develop the Playbook, its key features and tools, and approach to rolling out this work across the City Colleges of Chicago system. The AIR team will share the Playbook’s evidence-based practices around strategic and effective employer engagement throughout the presentation while the CCC practitioners will share how this work has provided a tangible tool to achieve the vision of a system empowered to deliver for students, employers, and the greater Chicago community.

Starting and growing your work-based learning program systematically
At this session, learn how North Dakota is using a systematic approach to provide work-based learning opportunities to high school students state-wide, while also ensuring local administrators and educators can manage these opportunities to meet their local needs. Work-based Learning is becoming more of a focus for individual schools, districts, regions and even states as educators and employers alike are seeing value in connecting students to real-world experiences as part of their high school journey, but WBL can be difficult to manage, particularly finding employers who want to participate and keeping track of employer contacts, applications, agreements, and evaluations. In North Dakota, two companies have partnered with the state to solve this issue systematically while meeting other state requirements. Learn how Golden Path Solutions and XAP have partnered to provide a robust solution where employers can provide information about themselves and share with schools they choose, how opportunities for work-based learning and career exploration are created, how administrators can approve opportunities, track applications, and manage agreements, and how all of this can be recorded as part of the student’s four-year rolling plan. Students needed; Presenting Career paths in the Digital Infrastructure Industry
The Digital Infrastructure Industry faces a human capital deficit and the Nomad Futurist Foundation collaborates with school districts to demystify the backbone of the digital world. This session will introduce this unique partnership between Nomad Futurist Foundation, industry partners, and participating schools that introduces students to career pathways such as AI, operations, engineering, sales/marketing, real estate, law, investing, research analytics, etc. Members of the Nomad Futurist Foundation and Lynette Gillson, PhD, representing Mountain View Los Altos Union HSD (MVLA), will discuss the creation of programs that align with CTE pathways and represent the Work Based Learning spectrum ranging from speakers, to company visits, to planned implementation of internship programs. The work with MVLA is a prototype for Nomad Futurist’s vision that is expected to be implemented nationally through Nomad’s collaborative work with various organizations to provide school districts with the afore-mentioned WBL activities. In addition, this work focuses on equity and inclusion by encouraging outreach to student groups such as AVID or other programs that serve historically underrepresented students to increase their exposure to careers and possible interest in CTE pathways. The audience will leave with an understanding of the Digital Infrastructure Industry and how students can fill the human capital deficit, and the opportunity to engage with Nomad Futurist Foundation for collaborative Work Based Learning programs. There is also opportunity for industry leaders to engage to find out how they can come together within a partnership to work with schools, address students, and grow their pipeline to future employees.

Connecting Middle School Career Exploration to High School Experimentation
Students who have a longer career exploration runway, starting as early as middle school, are better positioned to make the right decisions along their education journey to put them on a path to life-long economic success and personal fulfillment.  Yet to be most effective, early career exploration must not be one-and-done activities conducted in silos within middle school but instead connect to student experiences, including work-based learning, as they transition to and through high school. A recent 50-state scan of middle school career exploration policy and practice shows that while 90% of states now have requirements in place for districts and schools to facilitate middle school career exploration, there is much room for improvement in creating intentional, clear connections between middle school career exploration and high school career experimentation. This session will spotlight tips and strategies, such as career courses, ICAPs and career counselors, for creating comprehensive middle school career exploration programming that builds on elementary school standards as well as links to high school college and career readiness targets.
