Building a Work-Based Learning Infrastructure in a Community College System: Lessons from City Colleges of Chicago

In 2021, leaders from the City Colleges of Chicago (CCC) requested support in creating a more coherent and aligned system of WBL operation and implementation across the seven colleges comprising the CCC system. The American Institutes for Research (AIR) PROMISE Center worked closely with CCC, and employer engagement/ WBL leads from each of the seven colleges to develop a Work-Based Learning Implementation Guidebook. This guidebook aims to:
• Establish minimum requirements for operating WBL programming across all institutions.
• Balance the need for rigor and consistency with the need for local flexibility for how to implement the requirements.
• Offer tools and resources to support colleges in operationalizing the WBL requirements
The panelists will discuss the research-based, data-informed, and stakeholder driven approach the project took to develop the guidebook and will share the tools, protocols, and resources used in the development process.

Finally, panelists will discuss how CCC will provide customized and continuous support for institutions in operationalizing the guidebook based on their specific capacities and needs.
